Pennsylvania lawmakers have opted not to tax premium cigars, as part of their budget overhaul to balance the state’s spending plan. The move makes Pennsylvania and Florida the only U.S. states that don’t tax premium cigars.
But it’s not all milk and honey in PA. Though cigars made the cut, cigarettes, smokeless tobacco, pipe paraphernalia, and vaping products will see increases in taxes.
So, this becomes only a slight victory. On the one hand, it seems that at least some lawmakers are finally seeing the light that hand-rolled cigars are in a different category (and serve a different clientele) than other tobacco products. On the other hand, any time legislation is passed aimed at discouraging a perfectly legal pastime, it’s a blow to all tobacco enthusiasts.
